The best transfer partner for earning Asia Miles in Canada is RBC Avion Rewards, followed by HSBC Rewards.

I had personally transferred RBC points to Asia Miles in January 2020 during a similar promotion to book the Tokyo – Doha – Montreal flight (and thus pay no carrier surcharge since the flight departed from Japan).

Unfortunately, due to the COVID-19 pandemic, this travel plan has been cancelled. 🙁

But you should know that Qatar Airways offers a regular flight between Montreal and Doha. Consider trying the QSuite with your Asia Miles, starting in Montreal. You are now able to do this with your Avios Miles since a few months.
